Can I print a 2×2 photo at home?
Yes. Print the 4×6 sheet at 100% / actual size on photo paper, then cut along the guides. Any photo kiosk that prints 4×6 photos can print it too.
Why not just resize any photo to 2×2?
The head size and eye height must fall inside set ranges, the background must be plain white or off-white, and there are rules for glasses, expression and lighting. The check measures each one.
